Curious, I randomly checked the Hertfordshire Fire Brigade website. It appears to be from Haringey Social Services and is written in typical public sector gibberish.

But what makes this whole business truly sinister is that the “laughable madness” that Littlejohn is now accusing of and which seems to be causing some discord in his mind is no coincidence. It's not the result of some stupid, haphazard effort or training course that miraculously appeared out of nowhere.
In fact, this “madness” that is currently destroying the order and stability of our lives and society, resulting in the deaths of good people in hospitals, nursing homes, ponds, fires, police custody, etc., is intentional and deliberate manipulation of people's minds.
How is it done? Through the application of behavior change psychology, through the course itself in health and safety, diversity, leadership, change management, reframing, or a number of other training course titles.
Who is doing it? We know because they tell us so. Through its manifesto and funded Behavior Change Agenda, the Cabinet Office now has Behavior Change Offices in all major departments of government and, most importantly, in all public sector training institutions.
Unbeknownst to Littlejohn, all three major political parties are working together to introduce and disseminate a behavior change agenda using neuro-linguistic programming NLP and many sophisticated derivative programs. The Conservatives even brought in French experts to help them.
