Statutory guidelines making clear that schools and childcare facilities are expected to assess the risk of children becoming involved in terrorism, including support for extremist ideas that are part of terrorist ideology.
In reality, the guidelines call on teachers, childcare facilities, local authorities, the NHS, border forces, prisons, probation authorities, mental health services and others to monitor children and adults in the name of preventing extremism.

Alongside the Anti-Espionage and Reporting System, the Conservative government set up “Channel Obligation Guidance”, which is exactly what it sounds like – directing people into a multi-agency surveillance and detention system, very similar to MAPPA (Multi-Agency Public Protection Arrangements).
The Channel and MAPPA share secret committees operating behind closed doors to evaluate, try and convict individuals for crimes that are not clearly defined.
