In May 2024, the Phelan Center for the United States spoke with Maxwell Stearns, the Venable Baerger Howard Professor of Law at the University of Maryland Francis King Carey School of Law, about his new book, Congressional America: The Least Radical Means of Radically Fixing Our Broken Democracy.
This book argues that the solution to many of America's democratic challenges is to amend the Constitution and reform the U.S. government into a parliamentary democracy. I talk about why I think American democracy is in danger, the lessons I've learned from how other countries are governed, and the reforms America needs now.
